I think the poster may be confusing prepaid utilities with a utility deposit. If it was prepaid to use on utilities then of course the money would be used as the year went on...

I have a feeling that we are missing something major, like lease violations, damage, new ongoing utility costs ($350 would only get you through a month or two up here in the winter), city fines, or something like that.
