I agree completely with the answer asking if you have notified your landlord in writing or even verbally.
A landlord cannot be responsible for issues like that, in the state of WA (which admittedly has hard winters), if you haven't notified in writing. Windows that may open fine in the summer months may become lodged due to freezing in the winter.
Without notice, landlords cannot fix issues that come up during the year. If you request in writing and he doesn't fix, then you may have recourse. If not, get the notice out ASAP to give the landlord opportunity to make necessary repairs in a timely manner.
