Do you have a lease or a month to month rental agreement? You could address this issue in a M2M, but unless she agrees with an addendum to the lease (about the tenant being responsible to pay for repairs--and you'd have to be specific including who she could hire), you'd have to wait to the end of the lease. The downside of this is that the tenant, who will now be paying out of her own pocket, may let things slide to the point of more damage down the road because she did NOT call a handyman etc. Yup, double-edged sword and all that.
