It's doubtful that you can resolve this issue because the complaints come from someone who is NOT your tenant, and unless I misunderstood, comes from an owner-occupied Condo.

You don't have the ability to make the change where it's needed. As long as the problem people continue to occupy their condo, your own tenants will have to face this.

FWIW, I think your only and best recourse is to see an attorney who is skilled in this area, and then perhaps the Board can be put on notice as this issue is affecting your livelihood / income. Perhaps with pressure from the Board, the problem people who are always making complaints will be taken to task and fined. Who knows?

I know if you cannot validate some of the complaints, and unless someone can prove otherwise by a police report for noise, or a photo of your tenant's dog defecating on the lawn or somewhere, you may not be able to do much.

Is it more than one neighbor from a different condo making the complaints?
