A jew is not a protected class, but apparently she thinks she is a J.A.P. and entitled. Thankfully, not everyone is like this!
If your mom has her application, and if, on that application is next of kin or contact ph # for other family members, and if your mom feels comfortable, she may want to drop a dime and call and let people know that the person may be suicidal. She might be crying wolf for the attention too (99.9% likely), but she might not.
Your mom is the owner. Your mom is the one who needs to step up to the plate, inspect the premises with proper notice, issue Cure or Quit notices, and evict if she doesn't pay rent. Your MOM, as the owner, does this--NOT YOU unless you are the formal, legal property manager with all rights therein, in writing.
I doubt you'd need permission to water her front yard as long as you do not step food onto the property. That would be trespassing. A hose with a special nozzle can reach far if the water is turned on all the way. I could be wrong, though, but I don't think water can be guilty of trespassing.
Have you seen other indications of instability, things that would cause you to fear for your and your children's safety? Dirty looks don't count.
