Golf courses are under no hard and fast rule to replace your window. I was a head golf pro for 15 years and one course I worked at replaced windows as part of the rules since all homeowners were golf club members as part of the community. One club didn't and said all home owners assumed that risk. We asked all golfers to do the right thing and aided all homeowners in getting contact information if needed, but the course was in no way responsible to repair the window.

All the houses knew what that rule was when they bought the house. When your house backs up to a golf course, you should probably have that question answered before you buy. Check with the course head pro (not the person who answers the phone. They're likely summer help and know little about policies.) and go from there. I know a lot of homeowner insurance covered this for owners who couldn't say what group broke their window.
