What The LPA says you should do and what you shouldn't do:

DO Be quick to send a late notice as soon as the rent is late. Very often, landlords don't want to seem too eager for the rent that they will give the tenant an extra day or two. That procrastination usually turns into at least a week. Before you know it, the tenant is in serious violation of the lease. That's why we have to be on top of the rent right away. Be ready to use these forms in order:
Notice of Past Due Rent
Urgent Late Notice
Notice to Pay Rent or Quit

DON'T be a procrastinator.
DON'T get into any heated discussions with the tenant.
DON'T fall for the old sob story routine.

Dear Mr. Reno:
I rent a small apartment that is attached to my house, Heat is not included in the rent. We changed the heat over to natural gas from oil. 2 weeks ago we tried to put the last of the furnace together, and the tenant said if it was going to make noise to finish it she didn't want heat. Now they are trying to deduct money from the rent to pay the light bill because they have been using electric heaters. We were told we have until November 15th to get the heat going is this true? Also can they deduct from the rent, and last If they can or not deduct the rent what do we do about them telling us they didn't want the heat if it's going to make noise to do it.

A: If there's no lease, serve a 30 day notice. Relationship isn't working. If there is a lease, start an eviction for nonpayment. I don't think they are allowed the deduction.
