By the way, the key fob is only a couple years old and was perfectly fine at the time I gave it to her. She's had the fob for about a year now. Is this normal wear and tear?

Oh, come on. Offer to replace it in the spirit of cooperation and wanting to maintain the property. It improves the tenancy. That is unless you are dealing with a tenant with a history of difficult issues. My tenants (well-screened) seem to be pleased that I want to do repairs, preventive maintenance, and regular maintenance; and I think that my doing my part rubs off on them in doing their part in maintaining the property. I'm guessing that your key fob people are already an ongoing problem.
