I have lived in numerous apartments, one a studio, and I have NEVER had a problem like this. I understand that hot water shouldn't last forever, but is TEN MINUTES really asking so much? And is being able to do an entire sink full of dishes really such a luxury? I am a woman. I think we all must know that women take long showers! I am simply asking for ten minutes! Is that really so bad?

No, five or ten minutes of hot water is not an excessive expectation. Every landlord here has that much hot water and more. If they do not, I would ask why. Hot water is required by law. Call your local health department to see what their guideline is.
