The utilities "go with the house" so the owner of the house is stuck with them. I have had that battle in court in MA before and ultimately got the tenant. The utilities are always allowed to revert back to the owner's name but they should NOT be charging you if the bill was in the tenant's name at the time. Call the Public Utilities Commission of your state and ask them, they will know right away.

If they are municiple utilities, they are like taxes. Private utilities do not have to be paid.
