Normally the dishes do not cause an issue. If the dish removed, then you will have leaks.

I disagree. Last week we had a thunderstorm and it ripped the neighbor's dish off his roof causing lots of damage. None of the rest of the roof was damaged. Just this stupid dish on top. Have it removed and placed where it will cause no harm. Bill the tenant for the damages since he was the one who authorized it's placement there and allowed your building to be damaged.
