Do you mean to tell me that the tenants never noticed anything like water leaking or pouring out from a broken pipe? Was there a big wet spot in the yard that would be noticeable? How did the pipe get broken? Did it naturally rust or age and fall apart or was it actually broken by force of some sort? Was the pipe buried or in a location where it could get hit or kicked or vandalized? Do you suspect foul play or carelessness? If the pipe just fell or rusted apart I would consider reimbursing them partially. Get their last months bill useage, subtract it from the $745.00, and divide the difference in two, and pay 1/2 of the excess. However, they rented the house as is, including potetnial leaks. Are they model tenants? Any other issues? Do they pay on time or early?

My daughter is currently going through this in Texas. Her water company notified her that they owed over $13,000 for over 890,000 gallons of water usage in just 2 months. They NEVER saw any water pooling in the yard, nothing on the sidewalks or street. This came as a complete shock to them. Someone came out from the city and told them water was "gushing" out and he shut the water off. By the time our daughter and husband got home just a couple of hours later there were no signs of water anywhere. That much water should have been noticeable by someone yet it was not. Now, since it was determined that it was an irrigation pipe, which the landlord did have fixed, who is responsible for that bill?? She does not own that property. The city was "gracious" enough to offer a 4 year payment plan of nearly $300 per month on top of her regular water bill. Side note, the city only reads the meter every other month which is why they weren't aware of the bill until the city called them to tell them they owed that money and they were going to shut off the water.
