I just called the water dept. and the good news is I can get a sewer credit, bad news is no water credit which is the bulk of the charge.
So, after taking into consideration their normal usage which is $150 and the credit I can get them which is $100, I will probably offer to pay $400 of the remaining $500.
I can't find anything in the law which specifically addresses this problem, but keep thinking how I would feel if it were myself as the renter.
Any opinions?
