Youve received good advice. Withholding rent is a very hostile move on the tenants part and NOT to be entered into lightly. I would think MI has addressed this topic in length and typically, there's a chain of communications that must be adhered to before rent can be withheld. And the piddly little things she speaks of most likely would NEVER be covered under withholding rent. Withholding rent usually covers habitability issues with written communcation between tenant and ll. She is attempting to wrest control of the situation and how you respond to her threats will set the tone for the remainder of her tenancy....
