I was under the impression that low income housing was housing that had an upper income restriction(set or incentivized by the gov of course), or public housing(what used to be referred to as the "projects".

The Government might have their own definition, but there are many landlords that are unknowing providing low income housing when they should be providing affordabl;e housing.

Let teh Government provide the low income housing and absorb the extra costs associated with it. Big Ben can always print the money to pay for it, a Landlord cannot.
