The lease states they are responsible for all utilities; the tenants pay directly to the service provider for gas, water, sewer, electricity, garbage, telephone and cable.

Sounds like you need to send them a notice to pay or face eviction. That's about the only thing you can do at this point. In the future, just add it to the rent and pay it yourself. This is a recurring problem for many landlords.

All of the utilities can be put in a tenants name. How do they get the water bill? Most often, the tax payer gets the bill.

They (the tenants) get the bill directly but when they don't pay, the city utility company comes after the property owner by sending the amount past due into the county where they apply a property tax assessment against the property.

I understand what your saying but what I want to know is ( What if the tenant and the landlord agrees to make monthly payments to pay water bill and the landlord deducts it from the rent with out the tenant knowing and the whole time the tenant thinks they only owe water bill and now is being charge for the balance owed on rent can that be legal ) now they are going threw evivtion and bening sued for the balance of rent when the landlord made that decision to take the water bill payment out of rent is that right
