The tenant calls the Health Dept. and you get a big fine. Not only can you not turn the water off in every state but you also can not allow it to be turned off for nonpayment.

Again, Jake, you are flat-out wrong! LL has provided the access for the utility and T is responsible under the lease to have the service connected in his name and to pay the bills. Another situation, maybe another resolution, but you are wrong on this one.
