They (the tenants) get the bill directly but when they don't pay, the city utility company comes after the property owner by sending the amount past due into the county where they apply a property tax assessment against the property.

This law, or whatever you would call it, chafes my you know what. A tenant signs up for water with their s.s. #, yet if they fail to pay it falls on the homeowner. Doesn't make sense to me at all. I think that for rentals there should be different criteria, for example a quicker shut off if the bill is not paid, or a certain dollar amount due etc.
