From what I have read here at LPA you need to get an inspection and go through much paper work in order to accept section 8. That said, if you don't go through the process laid out by the government then you can not accept section 8.
Also you will be required to have inspections and basically lose control over your property.
If you have not done the extra work to accept section 8 then I would simple state that. Its not so much refusing but rather a choice not to do the work required to become a section 8 landlord.

The easiest way to get around this is to never say you refuse Section 8 because they can get you for discrimination; I tell them I'm not set up for it and need to rent the home asap and can't wait the 2-3 months. Also the home is only 2 bedrooms and I don't have to rent to more than 4 people and usually they are trying to cram in 5 or 6 or more. Even easier is when they fill out the application; in my case the govt doesn't cover the entire rent and they offer to pay the difference, so I tell them I am hiring a lawyer to conduct all background checks and credit checks and as soon as they hear this you never see them again.

I love this response. Mostly because I just told somebody the same thing when they inquired about section 8. Then I thought "Hm, can I say no? Am I now at risk?". You never know what people are going to do when they get news they don't want.
