Well he can say what caused the clog. If he pulls out something like a hair curler then it's obviously not of defect with the pipes themselves and is user caused, which one is up for debate. At that point, some kind of agreement should be discussed on how and if to split the cost which the OP wrote is what the LL wanted to do in the first place and which she feels she shouldn't be held responsible for anything at all regardless if she caused it.

If she didn't want to be held responsible she shouldn't have signed the lease.
