To understand, your landlord wants the windows closed when your not home. Also your landlord wants you to turn the A/C off when your not home. You pay the electric bill. This could indeed be a Fair Housing issue if the landlord is applying different terms to you in renting then other renters. But putting that aside, you should not be running the A/C while the windows are open if that's the case. Be energy wise and save some money!
