What documentation? The Oil Company Technicians would have to appear in court to testify. What would they say, they talked to the tenant and tenant said hot water was in all pipes. The technicians did not do any investigation into the matter to determine if a problem exist or not. The landlord should quit trying to find excuses and determine for himself if there is a problem or not. Get a Plumber or Heating Expert to check it out. Then go from there to correct the problem or bill the tenant.

I am going to contact my plumber today to check all the pipes. I am going to make sure I and my emergency contact is there to document everything when the plumber is there. Of course, I will give them sufficient notice when this happens.
