I maybe should be a bit more clear with the water story.I was trying to make a long story very short. The water problem had me stumped. It is when the mother leaves the toilet flushing starts. It was complained by the lower tenants that the mother would leave, then the son. Yet someone was left upstairs.( Meaning there may yet be another violation of lease. I have seen another teenager and heard him up stairs as others were gone when painting the lower unit.I did not think much of it until the complaint.) The toilet flushing would begin 11 to 20 flushes at a time. Then again upon the 18 year old son upon returning. I had told the mother it is happening when she leaves. I found a site on the internet and yet have info from teens as I was wondering what can they be doing? Smoking pot and flushing the smoke down was the answer of possibilities.

You can't flush smoke from pot down a toilet just like you cant flush the smoke from a cigarette down the toilet. You can flush the debris left over if a pipe or similar instrument was used. However, either a lot of it was being using during one session to necessitate that kind of extreme flushing or they have OCD.

Have you considered raising the rent to cover the cost of increasing water rates? You don't even have to say it's specifically because of the water especially if you haven't increased the rent in a while or you are below market value in your area.
