I should be a bit clearer on the water situation. I was trying to make a long story short. There may even be yet another violation of the lease as another teen seems to be constantly there. The water situation had me stumped as the complaint is when the mother leaves and even her authorized son has left, someone was still in the unit. This is when the flushing started 11 to 20 times. Then started again upon the 18 year old son returning. I researched and asked what could they be doin? My probable answer came from teens and then found it online. Smoking pot and flushing the smoke down the toilet.
