Take her to court- any contract signed by two parties can be treated as a legally binding document (FOR BOTH PARTIES!). If the agreement does not stipulate any charges for pets and no addendums have been mutually agreed upon (i.e. she informed you, in writing, of a change to the lease to include this and you signed it), then her request for more money to cover the pet is not lawful. Check that the original agreement does not give her the right to change the terms without your prior approval (some rental agencies put this cause in to avoid having to inform tenets and get approval for yearly changes to rental price and terms). If its not in the agreement and you are evicted for not paying for the pet, you can sue for unlawful eviction and get money out of her.
Personally, I would look into moving elsewhere. Someone this shady should be avoided. Just make sure to look at the fine print on anything you sign.
