I might let it go. Even though it's obvious he broke in and took the stuff, I'm told I won't have a case anyway unless I can find an eyewitness or unless he admits in writing that he did it. No luck on either so far.

I would let it go (as long as he only took his property). He was wrong, but sometimes it's not worth the hassle. I would change the locks and give the current tenants keys for the new locks.
