You don't "give her the security to get her to leave" -- security deposit has to be dealt with in a specific way according to state law. You may be thinking of "cash for keys", which is something different, and not everyone agrees with doing...it has to be done the right way to make sure they leave...

Since Section 8 is involved and it sounds like you are already in way over your head, do what Katie Kate said and pay a lawyer to handle this.
