Of course it's legal. You can check with your local police or sheriffs departments as it probably one of theirs.
City vehicles are exempt from laws restricting parking for the public.

Go ahead and complain, you will soon be faced with someone getting the word at city hall who will have 'no parking' signs installed in front of your rental property. You do realize that you do not control the public right of way don't you? It should be gone in a week as they move them about. Obviously the city/police feel that too many people speed along the road there, maybe some of your tenants or perhaps you?
