no you cannot just keep the security deposit because you believe the tenants caused the fire. doing so can cost you to return double or triple amount. you need an attorney to guide you and let your insurance company determine what they believe the cause was along with the fire department. it could be listed as undetermined and that would put you in violation of unlawful withholding the security deposit.
