I'll normally cover the first snaking of the drains for really good tenants, after that, if it can be attributed to a single unit a second time around, they would be responsible.

I think that's the way I'll handle it. The drain is now clear. Evidentally you're not suppose to put egg shells down the garbarge disposal (I compost ours) - but Tenant evidentally had been thinking it was good for the disposal. The daily hair washing in the sink without a strainer didn't help.

That's assuming it's not blatant negligence of course.
I mean, although a drain appears to be working well, there's no way to tell if it's getting near that point of being clogged (from general responsible use) because of a previous tenant left just before it hit that point, which is why I'm normally nice enough to cover the first time.
