Yes, you have to send the security deposit statement letter to him within 30 days of when he moved out. Since he left no forwarding address, you send it both reg and certified mail to his OLD address (your address you rented to him) You cannot automatically keep his deposit. You need to show the costs of any damages he left you to fix, or cleaning you had to do, against it. And , assuming your state allows it, any rent he owed you, but did not pay. If he owes you more than the SD amount was, give him 30 days to pay the rest to you in a money order, or you will file a small claims law suit against him. However, if that amount is under $500, you may wish to just take the loss, fix the place up, and rerent it out again. Be sure to take pics of any damages he left, and any items he left behind, before you start cleaning, repairing, or throwing away anything he left you.
