in Pennsylvania, you cannot get a restraining order against a neighbor ... it must be someone residing in your home.
To the OP - as KatieKate says, don't try to get out of your obligations - pay what you owe and move on.

Nonsense.
If I have a co-worker threatening my life, I assure you the court will aware a restraining order. Even when he isn't stalking me or living with me.
If my roommates boyfriend is coming round and threatening me, I will have no trouble getting a restraining order. Even when he isn't stalking me or living with me.
If the guy across the hall from me is threatening me, I will get a restraining order.
The court isn't stupid. The law certainly understands that a threat does not ONLY come from the person living with you or the stranger on the corner.
