Should I consider my tenant request? This is a new family just moved in and ask me to allow to place his own fans and when move out the fan will be replaced and leave ceiling in the same condition

I would suggest against letting a tenant make physical changes to the unit. The only exception I would consider is if the tenant doing the work is a licensed electrician.
Otherwise, I would allow it if they paid for the labor costs for the installation and returning the unit back to it's original condition. I would also put the agreement in writing. Of course, you might also see this as an opportunity to improve the unit and pay for half the costs if the fans were to stay.
You also want to make sure that the ceiling is has the proper support to allow for a fan. If it does not and you do not have access from above, the ceiling drywall will most need to be cracked open and a support brace added...which means the ceiling would need to be patched (and textured) which may be noticeable afterward if the person doing it hasn't done much patch work.

Ceiling fan installation is a great way to increase resident retention. The landlord can require that installation be done by a qualified license, insured contractor/handyman (require a copy of bill) or the landlord can arrange installation through a landlords pre approved contractor for a fee.
Conditions can be set in writing that upon vacating, the resident is required to restore the old/original fixtures at residents cost. That the landlord will make no reimbursement to resident for any fixtures left in place by resident after vacating.
Of course, as the landlord you should also require renters insurance.

In CA any property that a tenant installs that is permanently affixed to the rental becomes the property of the owner: a fan. Tell them a licensed electrician has to do it, and provide you a copy of the paperwork, you will not pay for it, and it becomes your property.
