The landlord can serve the 30-day or 60-day notice by certified mail or by one of the methods described under "Proper Service of Notices".

A landlord can use any of these methods(Personal service , Substituted service on another person, Posting and mailing) to serve a 30-day or 60-day notice on a tenant, or can send the notice to the tenant by certified or registered mail with return receipt requested.
This is why I served 60-day notice by certified mail .

the law requires you to hand deliver the notice first and only when you cannot give it to the tenant can you then use the mail. failure to follow the law makes your notice void!
