No she doesn't. One notice serves ALL occupants. Handing the notice to one of the known occupants over 14 is sufficient. On the notice you'll want to write all known occupants AND the equivalent of et al or all others unknown in case people are living there that you don't know about.

you are absolutely wrong! each tenant needs to be serve, only occupants need to be listed.
