As you have read, Massachusetts law says you can't charge for your own time but you can pass along the cost if you hire someone. So, I recommend hiring someone to do the cleanup work if at all feasible.

I don't think you can charge for filling up the dumpster. You might be able to charge for items left next to the dumpster, but I am not sure.
