No, you cannot change the locks yet. What you can do is post a 24 to 48 hour notice on their front door, saying you will be going inside to do an inspection of the property. Then go on that date, with a witness (or 2) and a camera, and try to enter with your key. If you can get in, don't touch anything you find there. You and the witness must determine if anyone is still living there. Look inside cupboards, the refrig., closets, medicine cabinet, etc. If you find items that you would have in those same spots in your home, or furniture, beds, dressers, clothing, etc. , like you would have, then they are still living there. Leave the property, and proceed with the eviction process until you get legal possession. If it does not have their daily living items there, or most all the furniture and clothing is gone, then take pics of everything you find, as it sits, then change the locks. Then post a notice on the front door, that the locks have been changed, and for anyone wishing to enter, must contact you. If you are SURE they are out, start cleanup and repair of your property.
