Although I think it's careless of people to not pay attention to things, stuff happens. I might respond giving them one last chance to fill out my own application, specifying that it must be filled out completely and supported by documentation to be considered. There's a chance they are shopping around for apartments (which they should do as a consumer) and sent in the wrong format to the wrong landlord. I could see it happening as you look at 10 different places and collect applications. If they can't follow directions this second time, then I would walk away.
