Oops, no, no : the story is : T had the power shut off by his own wrong doing. I have nothing to do with it. He stayed 10 days without power by his own fault.
Power was turned ON Monday.
The law here (NY state) is " landlord IS responsible for all and every violation made by Tenant"
Now, he has to take off the extension cords. Problem is : how may I know ? The only way I see is to call the code enforcement inspector.

You need to figure out what legal basis you can evict this guy with and use it.
