The best criteria is each applicant applying for an apt shall has a qualify income which is 3x the monthly rent.Not matter what the excuse they present,each individual applicant shall comply with that income requirement.Otherwise you will not rent.If 3 unrelated applicant want to live together in the same apt each must have enough income to pay his or rent just in case one of them leaves apt.They will understand that.

Other qualification good credit report for each applicant.
Pay rent on time.

I suspect you will be vacant long time with that criteria. Say a h/w each make 3x your rent of $1K. Most folks making $6K will want to be in a $2K rental. Your $1K rental is going to look like a slum to them.
