I am writing thinking it may help to some. Since a year, We own 5 units bldg. in NJ. This is our 1st property. We do not live there so have no internet of own. Many times, we wonder about what's going on there, who put trash in some one's trash (complaints from other T), if there is any extra occupant, when lawn was taken care of and snow was moved by contractor etc but were confused how to place cameras without internet.
We purchased wired cameras from Costco. Lorex 1080P 8 cameras with 2 TB DVR cost us 600 dollars and $ 250 to install.
We can not watch live or remotely without internet yet once in a month, we bring DVR home for 2 or 3 days to watch but it is better than nothing. Saves on liability insurance also.

Cameras are not meant to SPY on your tenants going about their daily lives. They are meant to catch criminal activity. By doing so, and then telling each T what they did wrong, will create hostility between you and your Ts, to the point they may move out on you, and create damages just to get back at you. Besides, there are not enough hours in a day for you to watch all the camera footage just to find something they MIGHT be doing wrong. I'm sure you will get bored after a few weeks of finding NOTHING going on, and give up trying to spy on your Ts.
