Lease ends at end of month

If I let the lease lapses at the end of this month (Feb 30) and tenant is then month to month can landlord give a new lease term (April 2015 for one year) in New Jersey?

When lease ends, LL can give new lease with change in terms and conditions. In NJ, minimum 30 days notice is required yet if previous lease requires 60 days notice than you need to give 60 days notice. Although T moves to MTM, all terms and conditions apply. If you are increasing rent then it should be reasonable. If your city controls rent then you need to follow their rules. Tenant has right to deny any un-reasonable changes in new lease. Do not give them a chance.
