For those who chose to call me insensitive and slanderous etc.--did you read the part that said how she kept coming into our unit? And would say "where's the meeting?" or "when does the bus come" and all sorts of weird things. I wanted to call 911 figuring some kind of psychotic break, but my partner said we don't call 911 on tenants. OK.

If you read before, this is follow up. She's clearly lurking. I came home from work, and pulled in the back, to the carport and back door. Went out the front door (you can't see 1 from the other) and guess who's sitting in a truck across the street? There's nothing on that side of the street, just desert. There're 3 houses on this side. She's in the truck. I just stood and stared then started to walk towards her and she took off.

So again, my question. I have a tenant beginning to move in this weekend. What do I tell this tenant. Single woman, 2 kids, maybe 8 and 13, very nice, good references. But alone. Do I describe this whackjob (go ahead, slam me, but this woman is unhinged) and tell her to call 911 if she shows up and to call us? I am just frantic about this, and those little girls are so sweet--I could see them being manipulated. I don't want to scare away this new woman, so please, hold the slams and give me some real advice. BTW, there is NOTHING of the ex-tenant's in the apt. She did send me a nasty text about the driveway.

We only have your word hat she is a "wack job", "psychotic", "unhinged""mentally" and "substance abuser".
Maybe these words apply to you? Your partner was right, a paranoid mental person like you who see's ex tenants at every turn should not be calling 911. That's because you might be taken away as being a disturbed mentally ill person.

Your imagination has ran rampant, believing that the new tenants "sweet little girls" could be manipulated by the ex tenant? Curious if someone having a psychotic break is not YOU!

No one has actually been harmed at this point in time and no real threat exists. I assume it's a public street, so the ex-tenant is not breaking any laws. I would just chalk it up, forget about it for now and if it ever becomes a problem for you as a resident (physical or verbal threat) or a problem for the new tenant, then call the proper authorities to figure out what's going on and take appropriate action.

I agree, something isn't right, definitely strange. But has P-Bone stated technically she hasn't broken any laws. Document day, time, etc…

However,if I saw her hanging out across the street, a 2nd time … I would be tempted to speak to law enforcement, if for no other reason than to let them know what is going on. If you do speak to the authorities, pick your words ever so carefully. You don't want the officer thinking that you have the issue. Remember you are not a Doctor, but you suspect the possibility of mental illness. Most likely they won't do anything, but you have started a paper trail, should anything worse happen.

Wait there just a moment! This so called mental, psychotic breaking, lurking, mentally unhinged, manipulating, substance abusing extenant has a drivers license? And drives a truck that's leaking fluids to boot!

Yes, I can see why your frantic about this.

I do believe you and this is strange. Do you live in this unit also? Why not install some security cameras? I would not tell the new tenant anything about this and let them begin a normal life in their new home.

You should not acknowledge her or walk towards her truck. Go in the back door and ignore her. Perhaps you should talk with the police at this point. This is not normal behavior - as for the girls being manipulated? That sounds kinda strange on your part....they should have nothing to do with the former tenant.

Explain your concerns and give them all the information you vsn---SS#, driver's license, plate # and description of the truck.

While you may not have proof that this un-named evicted tenant is xyz, sometimes lsw enforcement has more information and a FR will just add. start a paper trail.

It sounds creepy to me and IMO, sort of stalker-ish, too.

And I wouldn't mention this to the new tenant only because this behavior may extinguish itself once new tenants are in place. I would do a pre-move-in walk thru with camera in hand and take photos of EVERYTHING and mention that you open all closets. drawers to ensure that nothing was overlooked by the previous tenant.
