When lease ends, LL can give new lease with change in terms and conditions. In NJ, minimum 30 days notice is required yet if previous lease requires 60 days notice than you need to give 60 days notice. Although T moves to MTM, all terms and conditions apply. If you are increasing rent then it should be reasonable. If your city controls rent then you need to follow their rules. Tenant has right to deny any un-reasonable changes in new lease. Do not give them a chance.

I agree, but not signing a new lease that's presented with a specific required signature date may set them up for a notice of termination of tenancy since they would then be month-to-month and have no grounds for staying if the landlord insists, new lease or get out.
