No one has actually been harmed at this point in time and no real threat exists. I assume it's a public street, so the ex-tenant is not breaking any laws. I would just chalk it up, forget about it for now and if it ever becomes a problem for you as a resident (physical or verbal threat) or a problem for the new tenant, then call the proper authorities to figure out what's going on and take appropriate action.
