I agree, something isn't right, definitely strange. But has P-Bone stated technically she hasn't broken any laws. Document day, time, etc…

However,if I saw her hanging out across the street, a 2nd time … I would be tempted to speak to law enforcement, if for no other reason than to let them know what is going on. If you do speak to the authorities, pick your words ever so carefully. You don't want the officer thinking that you have the issue. Remember you are not a Doctor, but you suspect the possibility of mental illness. Most likely they won't do anything, but you have started a paper trail, should anything worse happen.
