I do believe you and this is strange. Do you live in this unit also? Why not install some security cameras? I would not tell the new tenant anything about this and let them begin a normal life in their new home.
You should not acknowledge her or walk towards her truck. Go in the back door and ignore her. Perhaps you should talk with the police at this point. This is not normal behavior - as for the girls being manipulated? That sounds kinda strange on your part....they should have nothing to do with the former tenant.

Thank you, what I meant about the girls is that if this woman comes around and tells them she has things in the house and would they please let her in to get them, they might think they're being nice to let her in. She has nothing in the house at this point.

Certainly not a troll, just a poor landlord of 20+ years with 6 units and a whacked out possible drug abuser stalking my property. Which has never happened to me before. Which is why I am asking advice.
