Explain your concerns and give them all the information you vsn---SS#, driver's license, plate # and description of the truck.

While you may not have proof that this un-named evicted tenant is xyz, sometimes lsw enforcement has more information and a FR will just add. start a paper trail.

It sounds creepy to me and IMO, sort of stalker-ish, too.

And I wouldn't mention this to the new tenant only because this behavior may extinguish itself once new tenants are in place. I would do a pre-move-in walk thru with camera in hand and take photos of EVERYTHING and mention that you open all closets. drawers to ensure that nothing was overlooked by the previous tenant.
