NY and NJ have determined through the courts that the landlord is responsible in multi unit buildings.

I have a lengthy bed bug addendum and bed bug agreement the each tenant must sign as part of the lease. It basically will scare the it out of anyone..and they will move heaven and earth to do everything to avoid risky behavior

Over these last 5 years or so, It has been very effective to avoiding the problem (so far)
