Let me add that if I were a current landlord of a multi-unit building I would actually reward tenants who reported a bed bug infestation to me. I might even offer $20 gift certificates to a local restaurant or such and tell each tenant this at move-in. Do some research about how they spread and multiply and then think about this one some. No one will intentionally put them in their own unit on purpose if they plan on living there so you don't have to worry about that! No one wants bedbugs.

Also tenant education is very very wise. If you have the time actually sit down with them for ten minutes and educate them. That means actually educate them and not just threaten them and tell them all the things they cannot do which are "lease violations".
